Public Services Intergroup: The Reform of the EU State Aid Rules on SGEI Contribution

Welcomes the Communication of the European Commission and endorses the objective of providing legal clarification and more certainty for public authorities in delivering public services and of a more diversified and proportionate approach;
Stresses the importance of SGEI for the shared values of the Union and for social, economic and territorial cohesion;
Underlines that SGEI also contribute to the economic performance and competitiveness of Member States and thus, help prevent and overcome economic crises as well as further economic welfare;
Emphasizes the role of SGI and operators working in this field as a shock absorber in the context of the economic and social crisis that the EU and its Member States are facing;

Summary of the contributions received following the public consultation on the implementation of the Monti-Kroes Package

Under the supervision of two of its vice-presidents, Mr Pascal CANFIN and Mr Peter SIMON, the Public Services Intergroup has launched on 20 April 2010 a public consultation for stakeholders concerning the practical difficulties they encountered when implementing the “Monti-Kroes” package of 28 November 2005. This legislative package, introduced by the European Commission, clarifies the legal framework for State aid law in the area of services of general interest. The package adds to the rules set out by the Court of Justice in the Altmark judgement in 2003.
Seventeen stakeholders took part in this public consultation. They represent local authorities, non-profit organisations and operators from France, Germany, Austria, the United Kingdom and Finland.
This document is a summary of the contributions received during the public consultation launched by the Intergroup. Four main themes are addressed in the questions of the consultation, i.e. the rules applicable to state aid (I), the Altmark criteria (II), the Monti-Kroes package (III) and Social Services of General Interest (IV).
